Whereas you should start planning your internship abroad around 1 year beforehand, the application phase normally does not take quite so long. However, since preparations for a stay outside of Europe are often more demanding (above all, if a visa is required), applications should still be submitted with 6/7 months in advance. Applications for European internships are often less urgent, although you should not wait too long here either. By the way, there are some exceptions to this rule like international organisations and German representations abroad (embassies, consulates), which have strict deadlines for applications with large lead times.
In any case, while sending out your applications you should always keep in mind: DON’T BE DISCOURAGED! Rome was not built in a day either.
